Mary, it it were me I would retake the scan. My first two scans were 9% and 21% and the final one was 89%!!! I don’t know what was going on.
But your TSH looks like it is Grave’s again. Usually a very low TSH (like yours and I am assuming that it is below range) is a strong indicator of grave’s. Did you have a 4 hour or 24 hour scan?

I would tend to lean toward my endo. Also, maybe PTU would help for three months or soplus exercise and less eating. Just a thought.
